NEW YORK, NEW YORK–Drawers and jaws were dropping all over town Sunday, just as fast as the bitter winter temperatures.

It was the ninth annual No-Pants Day on the city subway and practical jokers of all shapes, sizes, and underwear types joined in the gag.

Passengers who didn’t know about the tradition were stunned. Some giggled and others stared. (Video and gallery after the jump.)

“I thought something was up when I saw a Speedo on the platform,” said Sandi Rabinowitz, 63, riding uptown on the 6 train. “It makes people laugh it’s good. That’s it. I’m taking my bra off!”

The crowds of mostly young people met at Foley Square and at other points in Queens and Brooklyn Sunday afternoon, organized by a group called y Improv Everywhere.

In small groups they began taking their pants off, until pant-less riders outnumbered shocked riders in some cars.

“I want to take a picture of you, but my boyfriend would kill me if he finds a photo of you here,” said Amy Ragone, 33, staring at Jonathan Sanders, a 24-year-old Staten Island man wearing a t-shirt, light sweater and black tighties.

“I woke up this morning and sensed it was going to be a good day for not wearing pants,” Sanders offered. “Hey, I look good like this.”

Andrea Fish, 54, from the Upper West Side, was in a hurry, until she stopped dead in on her tracks at the sight of several men and women sporting their boxers and panties waiting for a train.

“What’s going on?” Fish asked herself. “I thought they were together. But they are not even talking to each other. This is very strange.”

At the 59th street 6 train stop, Chris Scott, 27, from Manhattan decided to address the curious onlookers.

“Ladies and gentlemen. I’m not homeless. I’m not hungry. I just need a decent pair of pants,” he said to both laughter and eye-rolling.

The pant-less pranksters ended up in Union Square, where self-proclaimed pants fanatic Melina Davis, 21, of Harlem welcomed them with posters that read “God Wears Pants!”

“I love pants and I love God,” she shouted at the semi-naked crowds.

Davis, who was actually in on the joke and just mocking fanatics, continued: “This is not a good look. People look at your cellulite. Put some pants on!”

Davis’ friend, Laura Baum, 21, patted her friend on the shoulder and pointed at a good looking man wearing a security-guard shirt and underwear only.

“Another one with no pants,” Baum said, trying to sound shocked.

Davis looked at him and approved of what she saw saying: “Ooooohh.”

She quickly shook her head, bringing herself back to her own senses and yelled at him: “Go on and put some pants on already.”

What happened was, is that we were doing Miami Vice and I had to do a nude scene in Miami Vice. So my make-up artist wanted to see the before-and-after, meaning, like, my body wasn’t in shape and then we got it to that point, we wanna…but in transferring that material, I guess these people hang out on your internet whatever, and they grabbed the picture and put it out there. So I apologize to my family.

That’s how these things work, people. A movie star innocently wants to send his coworker a picture of his semi-hard penis, and some internet gremlin whatever yanks it out of the email soundwaves. I buy this much more than I did the plot of Law Abiding Citizen.

Julia E. Laack, 36, of Sheboygan was charged Friday with felony battery of a peace officer, resisting an officer, shoplifting and two counts of disorderly conduct, the Sheboygan Press reported.

The criminal complaint alleges Laack stole a bag of beef jerky and a lighter at a convenience store Thursday afternoon. Police went to her home. The complaint said she refused to come to the door and began screaming and swearing at three children in her house, telling one that the incident was all his fault.

Laack struggled with the officers as they tried to arrest her, the complaint alleged, kicking one in the groin and spitting in the mouth of another.

While in the squad car on the way to the police station, the complaint said, Laack exposed her buttocks against the rear window.

The complaint said Laack had a preliminary blood-alcohol level of 0.112 percent. The legal blood-alcohol limit for driving is 0.08 percent.

Laack remained in jail Friday night. A man who answered the phone at her home declined comment.

Shop assistant Adrian Warren was shocked to see a naked footballer walking into his store.

Adrian Warren said there were about 25 people in the convenience store when the nude man wandered in about 6pm on Saturday.

“There were young families and young kids in the store and a little girl at the counter who wouldn’t have been more than 10-years-old,” he said.

“I’m pretty observant of people coming into the shop and just looked and saw a guy with no clothes on.

“It took about five seconds and then I thought ‘he’s intoxicated, is he going to touch someone or start rubbing himself against someone, I don’t know’.

“I’ve flown out from the counter and asked him to leave.” Mr Warren said the naked man kept advancing towards him so he pushed him outside of the shop where the man took five swings at Mr Warren and landed three of them on his arm, back and neck.

“I tried to get him away from the shop and after five minutes he walked off and finally put some shorts on across the road,” he said.

“When I had a break I came back outside the shop. Then I saw seven or eight men flashing cars as they drove by.”

Police said the men were from Victoria and were at the Coast on a football trip, said Mr Warren.

A Queensland Police spokesman yesterday said no arrests had been made over the incident.

Portsmouth Police Lt. Rodney McQuate said the woman delivering the pizza notified police of the man’s actions after it took place four different times.

“She would go to the address and the guy comes to the door wearing no pants,” McQuate said.

The lieutenant said the man would be completely naked from the waist down.

McQuate said the pizza delivery woman called police in an effort to let them know what was going on, but didn’t wish to press charges.

He said an officer was sent out to speak to the man and let him know how “inappropriate” his behavior was.

“We went and talked to the guy and they aren’t getting any more pizza delivered there,” McQuate said.

The woman, Naomi McDonald, a dancer from Stringfellows lapdancing club, spent her allotted hour posing with a pole and shaking her bare breasts. Dressed in high heels and black knickers, the finale of her performance saw her pole-dancing to It’s Raining Men by the Weather Girls, which played on a small stereo she had brought with her.

People following the plinth on Twitter disapproved of the performance. Eeeyun said: “Hmm that’s not nudity, that’s exhibitionism. Wrist slapped!” Braincoffee added: “I don’t want to see the poor girl arrested, but am quite surprised that a second warning was not provided at least 15 mins ago.”

However, the woman proved popular in Trafalgar Square, with a large and predominantly male crowd gathering to take photographs.

McDonald is the eighth person to take her clothes off on the fourth plinth. Others have included a man known only as Gunter, who unleashed a live chicken before jumping off the plinth wearing nothing but an open robe. In August, a 49-year-old man called Simon was told to put his underwear back on by police after stripping naked.

It is not a crime to be naked in public, and police only intervene if members of the public complain.

He is said to have repeatedly touched their bottoms and asked them if they shaved below the bikini line.

In the case of one member of staff, he allegedly made repeated attempts to undo her bra.

It’s also claimed that he and his dental nurse lover also had sex in the surgery.

Anthony Barton was eventually confronted over his behaviour and subsequently resigned his position at the Red Rose Dental Group in Wigan, Greater Manchester.

He worked there from February 1999 until August 2008.

He now faces 17 charges brought by the General Dental Council (GDC). If they find him unfit to practise, he is likely to be struck off.

The catalogue of claims include that he pulled at the knickers of Miss A, a dental nurse, and attempted to undo her bra strap.

It was also suggested that on one or more occasions Barton would allegedly ask her if she shaved below the bikini line.

Barton then began an affair with Miss B, who worked at the practice between 2002 and 2007.

They would have sex on the premises either during surgery hours or just after the practice had closed.

The hearing was also told that he exposed himself wearing a thong.

Miss C, another dental nurse, was Barton’s third alleged victim with whom he worked from 2004 until 2008.

Among the charges, it’s alleged that on one or more occasions he touched her bottom, squeezed her leg and touched her breast with his finger.

He also allegedly asked if her breast were real.

Dental nurse, Miss D, also claims that he massaged her leg touched her bottom and between her legs. He also asked her what knickers she was wearing and showed her pictures of ‘celebrities exposing their genitalia’.

At the GDC hearing, he denied various allegations of touching his staff, and claims that he never had sex with Ms B during surgery hours.

He admits that his conduct towards Ms B was unprofessional and inappropriate and that his conduct towards Ms D was also indecent.

But it looks like he’s had some experience driving drunk: his driver’s history shows he has four DUI convictions. In 1991, his license was revoked for 10 years.

The man reportedly walked in wearing a dark shirt and blue jeans. A few minutes later, when the employee walked down one of the aisles, she said she saw the man standing in front of a mirror, naked. He was reportedly touching himself.

The employee ran next door to US Cellular for help. She then went to the front door of her own store, waiting for the suspect to come out. He never did.

Instead, he exited through the back of the store when the employee went out the front.

US Cellular retail consultant Sandra Gutierrez was working when the Payless employee came over.

“She ran over here and was like, ‘Can you call 911 because there is a naked man in my store,’” Ms. Gutierrez said.

She said at first she thought the employee was joking around.

“But she was serious,” Ms. Gutierrez said.

“I just think it’s crazy, like why would a person go around and do that,” she said. “It kind’ve makes no sense.”

Dunn Police Chief B.P. Jones put it a different day.

“He’s a sicko,” Chief Jones said.

Ms. Gutierrez said she’s not too worried about the man coming into her store.

“There wouldn’t be too many places for him to hide in here,” she said.

He was so excited about being in the Meatpacking District that he unpacked his meat.

That’s the rule — not the exception — at the exhibitionist-friendly Standard Hotel in the Meatpacking District, employees told The Post.

Even hotel staffers and managers get in on the act, workers said, stripping down and posing provocatively in front of the massive floor-to-ceiling windows to draw attention to the hotel, which straddles the city’s new High Line Park.

“We don’t discourage it. In actual fact, we encourage it,” a friendly bellhop told a pair of reporters as they checked in yesterday at The Standard, where randy guests cavort with abandon to the dismay — or delight — of parkgoers below.

After the hotel opened late last year, the bellhop said, naked and semidressed staff members were encouraged to pose in front of the windows. The point, he said, was to create a buzz with the unexpected peep show.

“One of the managers even got naked in a room, and filmed it — they were considering a live feed for the Web site,” the staffer said. “She’s an exhibitionist, too.”

As The Post reported Monday and yesterday, the X-rated windows have infuriated some families, neighbors and visitors to the High Line.

City Council Speaker Christine Quinn subsequently called for The Standard to tone down the sexcapades.

The hotel’s management responded by saying it would make “a concerted effort to remind guests of the transparency of the guest room windows.”

But there was no “reminder” when reporters checked into a room there yesterday.

Instead, when the front-desk staffer was asked about the army of cameras outside, she brushed aside concerns about keeping the curtains open.

Besides, she added, “It would be illegal for anyone to take your picture through the window.”

One problem: She’s wrong.

The only warning to guests was a letter, left in the room, from manager Ian Nicholson — and outlining the month’s window-washing schedule.

The cleanings take place from 9 a.m. to 5 p.m. daily, Nicholson noted, adding that guests who wanted to “maintain privacy” should “please keep your curtains drawn.”

The 18-story Standard opened with raunch-friendly ads.

“We’ll put up with your banging if you’ll put up with ours,” declared one ad playing on the ongoing construction at the hotel, and featuring a woman clad in nothing but a tool belt.

The hotel also has asked guests to share their “intimate and explicit photos with us — those floor to ceiling windows aren’t just for the views.”

Since then, onlookers have reported seeing men masturbating, professional porn films being shot, and couples engaging in sex in full view of park-goers below.

In a statement issued late Tuesday, the hotel did not directly address its employees’ claims to The Post, but said: “When we built The Standard, we hoped it would provide the best views of New York looking out. We didn’t anticipate that it would also provide those views looking in.”

It also said management would “continue to assiduously remind guests that their windows are transparent” and also “make it a point to remind guests about the considerate use of curtains.”
