Depending on a number of factors the sex could have been punishment

Janine Sligar, 47, of Wray, Colorado, was sentenced Thursday for sexual abuse of a ward. After serving her sentence, she will serve five years of supervised release and must register as a sex offender, spokesman Jeff Dorschner said in a news release.

Sligar, who must surrender to a facility designated by the Bureau of Prisons on March 2, did not respond to a telephone call to her home for comment.

She was indicted in July by a federal grand jury in Denver and pleaded guilty in U.S. District Court in October.

According to the plea agreement, Sligar, a 14-year Bureau of Prisons veteran, said she and inmate Eric McClain met in February 2007, when he was assigned to clean her office.

“They began to have conversations and realized they had similar interests,” the plea agreement said.

That summer, they initiated a sexual relationship that included 10 to 20 sessions of oral sex and sexual intercourse, ending in October 2007, it said.

The liaisons primarily occurred in a staff restroom in the housing unit at the Federal Prison Camp in Florence, Colorado, according to the agreement.

Sligar, who acknowledged having detailed her activities in a journal, said she obtained a cell phone with a non-local phone number so McClain could call her without raising suspicion and admitted she gave him contraband that included photographs with explicit sexual poses, the plea agreement added.

“Defendant also admitted using her cell phone camera to take graphic pictures of a sexual nature which depict defendant and this inmate,” it said.

Authorities began investigating the incident after receiving a tip about the inappropriate relationship. They then learned that Sligar had changed the primary beneficiary on an insurance policy from her children to McClain. A subsequent search of her home turned up the journal and photographs.

FREDERICKSBURG, VIRGINIA – A Fredericksburg man went a bit far in an apparent attempt to beat the heat, police said.

Nathaniel Agnew, 33, was arrested yesterday when he was spotted walking around the Mayfield area naked, police spokeswoman Natatia Bledsoe said.

Agnew was charged with indecent exposure and public intoxication.

According to Bledsoe, police began getting a number of calls about 9:40 p.m. regarding an unclothed man.

An officer went to the Dixon Street 7–Eleven, where a pile of clothes was found outside the store.

Bledsoe said the clerk told the officer that the suspect had come inside naked, walked around for a short time, then left. He neither purchased nor said anything.

Police found the nude man walking on nearby Airport Avenue near Duke Street. They returned what police assumed were his clothes and made him get into the back of the police cruiser.

Bledsoe said the suspect was compliant but offered no explanation for being outside naked.

Agnew, who has a lengthy criminal record, was placed in the Rappahannock Regional Jail under a $1,000 bond.

A three judge panel of the 3rd U.S. Circuit Court ruled Monday that the FCC acted arbitrarily and capriciously when it *ahem* changed the rules so they could throw the book at CBS.

This the court said after a 30-year policy where fines were only applied in cases where offending broadcasts were taking part in “shock treatment” to the audience the FCC’s order “constituted the announcement of a policy change — that fleeting images would no longer be excluded from the scope of actionable indecency.”

In their statement, the court stated, “Like any agency, the FCC may change its policies without judicial second-guessing. But it cannot change a well-established course of action without supplying notice of and a reasoned explanation for its policy departure.”

In other words, if they want to fine the hair off your balls (or the equivalent of $550,000), they have to tell you what exactly it is that warrants that sort of treatment first.

All this coincides with Janet Jackson’s return to hotness and the recent release of her new album. It isn’t bad. That’s the exact reaction I had when I saw that 9/16 of a second of nudity.

DUBAI, UNITED ARAB EMIRATES – A group of foreigners who recently visited Dubai have discovered that there are limits to local tolerance after being detained for cross-dressing at a city shopping mall.

On Wednesday of this past week, police detained 40 foreign, “cross-dressing tourists,” according to a Gulf News report – which quoted the local police chief as saying that transvestites were being spotted with increasing frequency.

“This is against the UAE’s traditions and social values,” commented Dubai General Dhahi Khalfan Tamim. A man or woman who impersonates the opposite gender in a public place will be questioned and action will be taken, he said.

Dubai has become a magnet for foreign investors and tourists, and is known for a lifestyle that is quite liberal for its location and Arab culture. More than half of Dubai’s population is expatriate, and hundreds if not thousands can be seen sporting skimpy swimwear at public beaches and drinking alcohol – which is readily available in the city’s bars and restaurants.

In 2006 alone, the UAE saw more than one million UK visitors – and at least 100,000 British nationals have taken up residence.

Openly gay behaviour, as well as cross-dressing, is banned. Regardless of its western appearance and cosmopolitan outlook, Dubai is still a conservative Muslim enclave, and as is true with most of the Arab world, is intolerant of homosexuality.

Sensitivity is mounting regarding public displays of what locals see as indecency, according to sociologist Dr Rima Sabban. She said that Emiratis are becoming frustrated with the lack of respect of local customs by foreign visitors. “With the inflow of so many people, things are getting out of hand,” she commented to the Gulf News.

TEL AVIV, ISRAEL – IDF private sentenced to military imprisonment after deserting base to support pregnant girlfriend.

An Israel Defense Forces soldier who found himself in a harsh economic situation was forced to defect from his army service and work as a stripper, as revealed in a military court. For a 100-day desertion, he will have to spend 75 days in a military prison.

Military courts deal with runaway soldiers all the time, but in the past few days the unusual story of Private A. who serves in the communications unit of the Central Command, was revealed.

A. whose parents severed all ties from him, lives with his girlfriend, who was expecting a baby. Due to his difficult economic situation, the soldier was forced to run away from the army in order to support his family.

In the meantime, the pressure felt by his girlfriend coupled with her health condition caused her to miscarry.

As a result of the first desertion which lasted 105 days, A. was sentenced to a short imprisonment and was sentenced to a stipulated punishment of 50 days if he runs away again.

However, this was not the end of the story. A. escaped from his unit an additional time, this time for 100 days. “He returned to the unit and tried serving,” said his lawyer, Attorney Evgeny Yakubov, at the Jaffa military court.

“His personal circumstances are not easy. His girlfriend was in her first two months of pregnancy and the two wanted… to bring a child into the world,” added Yakubov.

The attorney explained that although A. requested to serve in an open unit, in which he can return home every day, he preferred contributing to the IDF and was forced to desert the base when he understood that he won’t be able work during his army service.

“When I returned from my first imprisonment,” said A., “the company commander said that I will stay there. I told him that I am having difficulties. He gave me his word that I would not stay on base during the weekends.”

After a short period of time, A. understood that there was a huge gap between the promises made and reality.

He was asked to stay weekends due to, “lack of manpower.” A. was forced to run away. “A social conditions NCO arrived at my house when I left the base the second time. How does that help me?

“I didn’t say that I don’t want to serve, I said that they should give me a hand, I enlisted gladly. I fell so low that I worked in stripping in order to get out of debt because I have responsibilities, I have a woman who wants a child with me…I have an overdraft and I needed to run away in order to return to this job.”

President of the Jaffa military court, Colonel Rachel Tevet-Vizel noted that on the one hand she weighed out the long period A. was missing.

On the other hand, she took his situation into consideration and weighed out the fact that after his first desertion period, he was not placed in an open unit. In her opinion, this detail must work in A.’s

Tevet-Vizel determined that he will serve a 650-day imprisonment for his last desertion and a 10-day imprisonment as part of the stipulated punishment.

“The difficult circumstances cannot be ignored,” the judge said, partially identifying with the solder.

A Penzance man repeatedly stole ladies knickers from a schoolteacher’s washing line to use in a sexual act, a court heard.

UNITED KINGDOM – Robert Webb, 22, of Lannoweth Road, targeted the neighbour’s back garden five times.

Afterwards police advised him to instead buy ladies underwear from shops until he saw a GP to help cope with the problem.

PC Jill Berryman told The Cornishman after the case: “My concern was that it was a compulsion and how he was going to manage it until he received help because I didn’t want others to be victims.

“Part of it was the thrill of using underwear that somebody else had worn and I didn’t think it would stop overnight.”

At Truro Magistrates’ Court today (Thursday), Webb – shaven-headed and wearing a gold chain – admitted five charges of stealing knickers between May 25 and June 12 this year.

Prosecutor Simon Jones said: “She (the victim) had noticed that on May 25 a pair of her knickers were stolen from the line some time earlier in the evening.

“Later the same evening another pair of knickers were stolen and it continued. There was also one of her child’s pair of white knickers was stolen.”

The victim reported the matters to the police, fearing the incidents would escalate.

She recalled seeing a man in her yard who claimed to be looking for his football.

The description matched CCTV footage of a man stealing from the same washing line on June 12.

Webb was arrested on June 13 and admitted the thefts were for a sexual act. He said he had not meant to steal the child’s pair.

Paul Simon, for the defence, said his client had “deep-seated issues”.

Sentencing was adjourned for reports until August 6.

LONDON, UNITED KINGDOM – A man arrested for allegedly having sex with sheep has been banned from visiting farmland.

The 27-year-old was arrested on suspicion of bestiality by officers at his home in Dulwich, south-east London, on Thursday morning.

It followed several complaints about a man molesting sheep in Botany Bay Lane, Chislehurst, in May and June.

He was bailed on the condition that he does not enter farmyards within the Metropolitan Police area.
The arrest was made when witnesses reported a man sexually assaulting sheep before running off, often leaving clothing at the scene.

DNA tests

It is understood the man was traced after forensic scientists identified DNA recovered from a pair of jogging bottoms found at the scene.

Two sheep were found dead in the field during the period of the attacks but it is not known if their deaths were linked.

Police are also investigating reports that the suspect took photographs of the animals before the attacks.

A Metropolitan Police spokesman said the man was also held on suspicion of drugs possession with intent to supply.

The crime of bestiality carries a maximum prison sentence of two years.

SACRAMENTO, CALIFORNIA ― A Sacramento man is in jail today after he was caught allegedly sexually assaulting a dog.

Sacramento Police were called out to 212 Christine Dr. at 6 p.m. Monday after a woman allegedly caught her brother using a five-month-old bulldog, “Chateau,” to masturbate, says Konrad Von Schoech, Sacramento Police.

The woman made a citizen’s arrest against her brother and called police.

The suspect, Kelly Pecor, now faces the charge of sexual assault on an animal. Pecor is a registered sex offender.

The woman screamed after spotting the man Tuesday and ran to a nearby home to call 911. When officers arrived at the Douglas Road residence, they found Joseph R. Miller, 30, of Montclair in the yard by the back door, police said. They said Miller was wearing a blanket.

“He was naked underneath,” Lt. Paul Bruno said.

The homeowner, police said, had apparently left a door ajar to give a sick dog access to the yard. A noise awakened her about 3:30 a.m., but she went back to sleep. Some two hours later, the woman spotted the intruder on the second floor.

“He was walking by,” Bruno said. “I guess he used the bath room”

Miller was charged with burglary, theft and possession of a weapon, a razor knife, police said. Bail was set at $15,000.
