In a written decision dated Aug. 18, Michael James Fells, 26, was not granted day parole or full parole.
In April, he was sentenced to two years less one day for seven assaults, sexual assault, fraud and breaching court orders.
Mr. Fells assaulted five women in Halifax and Dartmouth in May and June 2007 by telling them he wanted to practise his reflexology or massage therapy skills on volunteers.
He had the women lie down and then laid down himself to rub their feet. In the case that led to the sexual assault conviction, the victim said he rubbed his genitals against her feet.
The fraud relates to the unauthorized use of a credit card for food and lodging.
The parole board said Mr. Fells had previous forgery and fraud-related charges and that he denies having a foot fetish and that any sexual assault took place.
They said Mr. Fells incurred eight institutional charges during his time behind bars. These are for assaulting another inmate, bullying, having pills in his possession and being in other inmates’ cells.
Police told the parole board they have outstanding charges for assault and theft against Mr. Fells and do not support his bid for release.
The board said Mr. Fells minimizes the charges against him and hasn’t done much to ascertain what triggered this behaviour.
“You have yet to participate in any programming to address your contributing factors and continue to maintain the opinion that you have changed as a result of your incarceration,” the board members wrote.
